Hibernation, relocation or evacuation situations may be triggered by risk periods or events which may be identified well in advance of their occurrence, or they may be triggered with little or no notice.  By understanding the differences between sheltering in place, relocating in a measured manner before a crisis hits, or escaping from a dangerous area quickly then individuals, groups and managers can better sight the warning indicators and triggers for a response, and to more effectively plan and react to humanmade crisis and natural disaster situations.
