Active shooter attacks may involve a lone individual intent on injuring and killing people, while armed aggressor attacks may involve a group of perpetrators implementing a complex plan – including the use of firearms, vehicles as weapons, and explosives. Incidents not only cause physical and psychological (long-term) harm to people, they can also result in significant property damage, as well as business and operational disruptions.
