In the event that an evacuation has occurred, especially a full scale and rapid evacuation where no Stay-Behind-Party has been left to manage and monitor a facility and assets, then reoccupation management planning and implementation will be a critical part of the recovery phase. In situations where the rule of law has failed, or following significant natural disasters, then the safety and security conditions may preclude a simple and easy return and resumption of work, and an Advance Party may be required to scope the damages and risks in order to determine repairs, remediation’s and services which might permit a staged or full return to work. Such planning requires a systematic approached with a clear understanding of risks, prioritized courses of action, and internal and external stakeholder roles and responsibilities. This process, if conducted professionally, can enable a timely, safe and effective return to business, reducing risks, costs and disruptions to operations.
