In some environments government officials, or the agency they belong to, may cause disruptions to events, whether through seeking to intimidate [purposely or unintentionally] event organizers, speakers, VIPs or attendees, to seek out information on event participants or their activities, to harass, detain or arrest individuals or groups, or to impede or disrupt the event itself. The attention of government officials may result from misunderstandings, from proximity incidents and situations, or as a result of direct targeting. Understanding the probability and impacts of risks, and having a plan to manage or respond to them can best manage any disruptive event, protecting event organizers and their attendees.
