CMLT-25_English: Complex Terrorist Attack

Complex attacks reflect a planned and well executed act by a resourced and effective terrorist group. Targets may be government buildings, hotels, places of worship, markets, bus stations, events, offices or residences.  Attacks can lead to injuries, deaths, kidnappings, property damage and significant operational and business disruptions. If risk treatment and response measures are found to have been inadequate to a known risk, then serious reputation and litigation risks also exist.
