LIMT-04_English: Kidnap and Ransom

Kidnap and ransom situations may be politically or economically motivated, including virtual or express kidnappings. Kidnappings are complex and often long-lasting situations (days, weeks, months and even years) which require a multi-stakeholder approach to achieve a timely and positive outcome. Kidnappings can be complicated as multiple groups claim responsibility, and where perpetrator demands may conflict with government restrictions on the payment of ransoms.
