The ability to exercise leadership teams responsible for identifying, evaluating, controlling and reacting to security and safety situations at the point of an emergency is critical to ensure the confident, timely and effective response to an incident which impacts people, facilities, assets, operations, information, business and reputation. Well managed incidents prevent the situation from escalating out of control, while poorly managed situations can quickly turn an incident into a crisis. Our Local Incident Management Team exercising solution is aligned to ISO 22320 (emergency management) and BSI 17091 (crisis management), reflecting international best practice. RSM brings a wealth of proven experience in organizational resilience and business continuity management, security risk and crisis management, and training design in order to provide a unique exercising solution based on a wide range of humanmade crisis, natural disaster, and industrial accident scenarios.

Often globally dispersed local incident management teams are not able to effectively exercise their team against high-impact and fast-burn safety and security scenarios. Deploying expert facilitators is costly and time-consuming and can be logistically impractical. The design and develop of emergency exercising programs can also be cost prohibitive, or may exceed the technical or experiential competency of local teams.

Our solution allows professional facilitators to run focused exercising in-person or remotely, utilizing a diverse range of scenarios developed by world leaders in resilience, business continuity and emergency and crisis management. Where facilitators are not available our solution allows local teams to self-run exercising against a wide range of self-selected scenarios.  Exercises are designed to move the management team through a systematic process of identifying, evaluating and addressing complex and interrelated risks within an escalating emergency situation, exercising the phases of: [1] planning and preparation, [2] responding and managing, and [3] transitioning and recovering from a disruptive incident. Exercises test the ability for leaders to identify and evaluate immediate, near and long-term risks, as well as primary and peripheral risks. It also tests the team’s understanding and application of management structures, roles and responsibilities, reporting lines, informed and prioritized decision-making, the application of policies, plans and protocols, the ability to communicate ideas and instructions in a clear and timely manner, the prioritization and engagement of stakeholders, the effective leveraging of support and resources, and the application of just-in-time training and upskilling.

Our approach removes the time, cost and effort needed to develop a comprehensive, professional, credible and standards-based exercising program. It removes design bias, reflects international best practice, and allows for both scheduled and just-in-time exercising to be conducted with minimal time, effort and cost. Certifications are issued against the scenario to demonstrate effective organizational resilience and duty of care measures, offering protection from reputational and litigation risks.

Important Notice

The following program is designed for individual facilitator use for their respective site or activity. A license cannot be shared with other exercise facilitators unless an enterprise license contract is signed with RSM. The sharing of the exercise program with other facilitators – or the use of the program across multiple organizations – is not permitted and is subject to a $150,000 penalty for each 12-month period of use, or for every organization the program is used with.
