Chemical threats are associated with industrial fires and explosions, as well as criminals and terrorist groups using conventional infrastructures or assets to form unconventional and improvised weapons. Biological agents can be used to spread infectious or harmful diseases to disable groups, activities and populations, or to create widespread fear and alarm. Radiological weapons can be formed from hospital or university radioactive materials to create dirty bombs to injure, kill and cause fear; and conventional nuclear weapons may be used by terrorist groups or hostile nations. By understanding the threats and the warning signs then individuals and groups can take immediate self-help measures until government agencies have mobilized and responded to an incident.
