There are two forms of situations the Security Team may be faced with – a Progressive Security Deterioration which is the incremental worsening of the security or environmental conditions, such as a known calendar event such as contentious elections or a religious holiday, where experience suggests a need to take safety and security precautions – up to and including sheltering-in-place or relocating. Or the Security Team may face a Rapid Security Deterioration where the situation deteriorates so quickly that hibernation or relocation protocols must be initiated immediately and without a measured or staged approach – such as an earthquake, violent military coup, a sudden and unexpected increase in inter-communal or sectarian violence, or a coordinated series of terrorist attacks.
